In a career spanning more than 30 years, Swarup has served in diplomatic assignments in Ankara, Washington DC, Addis Ababa, London, Pretoria and Osaka-Kobe. In February 2017 he was appointed as the High Commissioner of India to Canada. He returned to New Delhi in November 2019 and retired in June 2020 as Secretary in the Ministry of External Affairs.

Swarup is the author of three novels, Q&A, which was adapted as the multiple Oscar-winning film Slumdog Millionaire, Six Suspects, and The Accidental Apprentice. His books have been translated into more than forty international languages.
